Newforms - more flexible as_table (and the like) formats

Description
It would be much nicer if as_table and the like didn't actually include the <table> wrapper (or <ul>, etc). For most flexibility, the designer should be able to put that in so they can class it however they like.
This is in-line with unordered_list filter behaviour (not that I'm a big fan of that filter).

(In [4075]) newforms: Fixed #3027 -- Changed Form as_table(), as_ul(), as_table_with_errors() and as_ul_with_errors() to exclude <table> and <ul>. Good idea, SmileyChris
