Description
In the Django Settings docs under the TIME_ZONE setting it makes reference to the following:
"However, if you’re using the manual configuration option (see below), Django will not touch the TZ environment variable, and it’ll be up to you to ensure your processes are running in the correct environment."
As far as I can tell the (see below) does not reference anything that appears to be related. If in fact it does, this should probably be linked.

The "However, if you’re using the manual configuration option (see below), Django will not touch..." reference is about the "Using settings without setting DJANGO_SETTINGS_MODULE" section at the end of the document. So yes, an explicit internal link would make it clear.
See also #1480 that contains a documentation fix for this, albeit intermixed with a new feature.

Clearly a documentation bug. I don't see what this sentence in the documentation is talking about.
