Documentation on the built-in-reference needs to be more prominent

Description
Just discovered the built-in reference and it's awesome! Just needs more prominent docs :) a blurb about it's dependance on docutils and how to get/install docutils. Also a clear sentence that it is available at /admin/doc/ if docutils is installed... I had to lurk in #django to find out about it even though I've scanned through the template docs a couple of times...

Fixed this a while ago by putting a prominent link to it on the upper-right of each admin page.
