There is typos or may be something else, 

'DIRS': [BASE_DIR / 'templates'],

this thing will confusing for beginner, especially who just copied the code.

I don't see anything wrong in this docs. You probably used docs for the different version. The quote is from Django 3.1 and this ticket is assigned to Django 2.2.
