Table of Contents should be sticky in Django Docs

Description
It is annoying when, scrolling down lengthy documentation pages, the TOC on the right disappears. The TOC should be "sticky" type so that it is easy to navigate up & down a documentation page. This will also increase the speed of lookup and navigation for Django docs users.
