Description

As discussed on https://github.com/django/django/pull/10414#discussion_r219345659, there are a lot of old links in the settings reference docs. Some, like https://www.owasp.org/index.php/HTTPOnly should be replaced with a link to more up to date information. Others just need tweaking to use https.

After a quick review, I don't think there are many old links remaining. If you can suggest a replacement for the HTTPOnly link, please do. If you can point any other outdated link, please report it, too.
