“Time zone support is disabled by default. To enable it, set USE_TZ = True in your settings file.”

But now timezone USE_TZ = True is default setting.

The default settings is django/conf/global_settings.py which indeed has USE_TZ = False. The note that follows that paragraph clarifies the issue with regards to the default settings.py:

The default settings.py file created by django-admin startproject includes USE_TZ = True for convenience.
