The release checklist at https://docs.djangoproject.com/en/dev/internals/howto-release-django/ should include changing the topic of the #django IRC channel.
The command for this is /msg chanserv TOPIC #django new topic goes here

Looking at my (limited) IRC logs, it seems that it's only done for security releases.

Certainly highest priority for security releases, which is probably why that's when it's been done in the past, but there'd be no harm in mentioning all releases (even betas/rcs) in the IRC topic.
Does this apply to all releases or just security releases? I'll give it a try next time.
