In the current master TestLoadFixtureFromOtherAppDirectory, introduced by the patch for #23612, doesn't pass on my machine (Ubuntu 14.04).
It fails running ./tests/runtests.py. cd tests && runtests.py does work. So I guess this bug is invalid.

Actually, I think we should fix this if possible. I've reopened the original ticket.
