Django-localflavor now has it's own repository, and issues are tracked separately. Could you report this on https://github.com/django/django-localflavor/issues ?
A quick response: new fields in local flavors are generally accepted, but we do also need someone to write them, typically a local. I have no idea what Colombian postal codes look like, and am unlikely to reliably find out, for example. So the best way to get new fields in is to provide a full patch.
