The comments framework has been removed from current development master, and therefore also from the development documentation, to which that URL links. It was deprecated some time ago, and removed from Django 1.8.
https://docs.djangoproject.com/en/1.7/ref/contrib/comments/custom/ will still work, as it is still included in 1.7.
