Specify where TEMPLATE_DIRS should be added in settings.py

Description
If the code
TEMPLATE_DIRS = (
'/path/to/mysite/templates', # Change this to your own directory.
)
is added before INSTALLED_APPS it does not work. This should be pointed out.
Judging by the upvotes at the below link it is a fairly common oversight.

I'm sorry, but I think you're confused. The order in which settings are declared doesn't matter.
The StackOverflow question you link to doesn't discuss the order of TEMPLATE_DIRS and INSTALLED_APPS.
