The latest version of Django the admin site is disabled by default

Feature, not bug. We made a decision to rationalize the startup template for new projects, and given that 99% of Django projects -- and 100% of projects running the tutorial -- use the admin, we opted to turn it on by default. If you don't want the admin, you can always turn it off.
