Mention LOCALE_PATHS earlier in translation docs

​This section ("The script should be run from one of two places") should mention that you need to configure LOCALE_PATHS if you want Django to search your project directory for message files. It's mentioned further down under "implementation notes", but a small note further up would be nice for new users, who might not read the Implementation notes section.
