Description
Run into this issue lately on windows 7
instead of modyfying system PATH variable solved through simply typing
C:\Python33\Scripts\django-admin.py startproject <projectname>
took me a while to figure that out
maybe consider adding it this to troubleshooting section =)

I think this is a won't fix. This piece of documentation explains how to solve this problem in Windows easy and clearly enough IMHO.
