I run ogrinspect on spatialite 4.0 where TM_WORLD_BORDERS-0.3.shp was loaded. I got two errors.
This is the traceback:

ogrinspect is currently completely untested on Spatialite (it used to be difficult to setup GDAL to access SQLite databases). The only database really supported is PostGIS. However, you can provide the table name you want to inspect to the --layer
argument, and you should obtain something which looks like the database table, but probably not very accurately.
I will add the "layer" tip to the ogrinspect documentation.
