Czech formats does not support date and time formats of Czech grammar, especially H.M:S
and j. n. Y
.
I attach patch that adds support for these formats.

Unfortunately vzima is not responding in our ML. I did my own research of Czech norms. Coming with the more conservative version of the patch, only extending the input formats, not changing the output ones to avoid troubles.
