Description

Some django.contrib.gis tests outputs "BEGIN... errors/notices ... END" content, because underlying GEOS/GDAL libraries are outputing difficult-to-catch errors. I'm suggesting to use logging to handle this issue. Patch follows.

Note that this patch is using the capture_logging context manager proposed in #17958. It cannot be tested as is without it.
