Description

The spelling of department 28 is wrong

The good one is :

('28', u'28 - Eure-et-Loir'),

There is no letter "e" at the end.

Updated French departments list: fixed #17833 (typo in 28), moved Corsica (2A/2B) to the expected position, took into account recent changes to the overseas territories, and proof-read the list.
