The "DEV" version identifier in the lower right corner does not show other versions of the documentation on hover.

That's because the page was moved since 1.3. The version switcher has no way of tracking that.
The URL in version 1.3 was https://docs.djangoproject.com/en/1.3/howto/deployment/modwsgi/ — there was no wsgi/ segment in the path.
