Should likely be a cross-reference to SHORT_DATE_FORMAT instead.

I modified the right one in my local git repo (the documentation for SHORT_DATETIME_FORMAT should cross-reference SHORT_DATE_FORMAT; appearing before SITE_ID as shown in the diff), but I suspect that the diff may have had sufficiently ambiguous context to pinpoint the right cross-reference. Either way, I'm glad to have it fixed.
