Description

I added functionality for this setting:

SESSION_COOKIE_EXPIRY_UTC = "2038-01-19 03:14:07"

Now the session cookie expiry can be specified as a UTC date as well as an offset in seconds.

If used it will override the default SESSION_COOKIE_AGE. Please let me know if I violated any conventions. I really want to get this functionality into Django!

I'm afraid I don't see the use case for having a setting to expire cookies at a particular time.
