It is mentionned in the test runner django.contrib.gis.tests.run_tests:
In order to create a PostGIS database, the DATABASE_USER (or
TEST_DATABASE_USER, if defined) will require superuser priviliges.
TEST_DATABASE_USER is not an available setting.

Yes, it's an internal setting used by the Oracle backend. The docstring on
run_tests
is stale, however, and I'll update it with more recent information when I'm in the area.
