Running migrations tests with keepdb results in failures for the second run. To reproduce:

./runtests.py --settings=<your_postgresql_settings> --keepdb migrations
# success
./runtests.py --settings=<your_postgresql_settings> --keepdb migrations
# Lots of failures.
