ValidationError missing from Exceptions Reference docs — at Initial Version

Description
The Exceptions Reference is supposed to list all the exceptions defined in djago.core.exceptions, but it's missing ValidationError.
Also, that file is almost devoid of Sphinx metadata (crossref targets, etc.).
